Most datetime libraries already have a duration type, so it made sense to include one. It also complements the other types by allowing the developer to compare Times or DateTimes and getting back a Duration type.
Work was started in the FedID Community Group (not the FedID Working Group) on Identity Provider Registration which would allow us to answer this question. It's currently a Stage 1 proposal, which means it's in incubation, and competing proposals may happen.
